The pronoun His refers to the wicked person described in the previous verses. The pronoun he refers to this same wicked person. It may be helpful to clarify this for your readers. Alternate translation: [The wicked person’s likeness is as a lion, the wicked person longs to tear; and as a young lion the wicked person is dwelling in hiding places]
