Here, the eyes of all represents all creatures looking to God. David is using one part of the body to represent the whole creature’s action of waiting expectantly. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: [All created beings]

David is stating the pronoun you separately, even though the verb translated as you are giving already includes this meaning. He is doing that to emphasize that it is Yahweh himself who provides food.
