The word translated to could indicate: (1) that the psalmist is saying this to Yahweh. You may wish to use second-person pronouns to indicate this. Alternate translation: [I will say to Yahweh, “You are my refuge and my fortress; you are my God, I trust in you”]; (2) that the psalmist is saying this about Yahweh. You may wish to use third-person pronouns to indicate this. Alternate translation: [I will say regarding Yahweh, “He is my refuge and my fortress; he is my God, I trust in him”]
