The psalmist is speaking of God’s word as if it were a messenger that God could send. If it would be clearer in your language, you could state the meaning plainly. Alternate translation: [He gives a command, and he makes them melt]

his/its=breath/wind/spirit

The psalmist is using the possessive form to describe the wind that comes from God. If your language would not use the possessive form for this, you could express the idea in another way. Alternate translation: [the wind he sends]
