The psalmist is using the question form to express his belief that no one recounts God’s covenant faithfulness in the grave. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [Your covenant faithfulness will not be recounted in the grave, nor your faithfulness in Abaddon.]
