The psalmist is using the question form to express his belief that God’s wonder and righteousness are not known in the darkness or the land of forgetfulness. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [Your wonder will not be known in the darkness nor your righteousness, in the land of forgetfulness.]
