Normally the OET discourages the reading of individual ‘verses’, but this view is only designed as a tool for Bible-translators and others doing comparisons of different translations—the older translations are further down the page (so you can read up from the bottom to trace the English translation history). The OET segments on this page are still early looks into the drafted texts of the Open English Translation of the Bible—please double-check these texts in advance before using in public.

Note 1 topic: figures-of-speech / parallelism
פָּ֭נָה אֶל־תְּפִלַּ֣ת הָעַרְעָ֑ר וְלֹֽא־בָ֝זָ֗ה אֶת־תְּפִלָּתָֽם
(Some words not found in UHB: regard to/towards prayer_of of,the_destitute_person and=not despise DOM prayer_of,their )
These two phrases He turns to the prayer of the destitute and he does not despise their prayer mean basically the same thing. The second emphasizes the meaning of the first by repeating the same idea with different words. Hebrew poetry was based on this kind of repetition, and you may want to show this to your readers by including both phrases in your translation. If it is helpful, you could connect the phrases in a way that shows that the second phrase is repeating the first one, not saying something additional. Alternate translation: [He turns to the prayer of the destitute; certainly, he does not despise their prayer]
Note 2 topic: figures-of-speech / metaphor
פָּ֭נָה אֶל
(Some words not found in UHB: regard to/towards prayer_of of,the_destitute_person and=not despise DOM prayer_of,their )
The psalmist is speaking as if God were physically turning himself toward the prayers of the destitute. Your language may have a comparable expression that you can use in your translation. If not, you could state this plainly. Alternate translation: [He pays attention to]
Note 3 topic: figures-of-speech / possession
תְּפִלַּ֣ת הָעַרְעָ֑ר
(Some words not found in UHB: regard to/towards prayer_of of,the_destitute_person and=not despise DOM prayer_of,their )
The psalmist is using the possessive form to describe a prayer that is characterized by the destitute. If a speaker of your language would not use the possessive form for this, you could express this idea in another way. Alternate translation: [the destitute when he prays]
Note 4 topic: figures-of-speech / doublenegatives
וְלֹֽא־בָ֝זָ֗ה אֶת־תְּפִלָּתָֽם
and=not despise DOM (Some words not found in UHB: regard to/towards prayer_of of,the_destitute_person and=not despise DOM prayer_of,their )
This is a double negative, consisting of the negative particle not and the negative word despise. If it would be clearer in your language, you could use a positive expression to translate this. Alternate translation: [and he accepts their prayer]
