Here the psalmist is speaking of contempt as if it were a liquid that Yahweh could pour on the leaders. The psalmist means that God shows his contempt for these leaders. If it would be helpful in your language, you could use an equivalent expression or state the meaning plainly. Alternate translation: [He shows contempt for the leaders]
