The pronoun I is stated twice for emphasis. The psalmist is emphasizing that he himself was the one who made this statement. If a speaker of your language would use an explicit pronoun for the same purpose, you may want to use that construction in your translation. If not, your language may have other ways of showing the emphasis here. Alternate translation: [As for me, I said]

By I, I said, the psalmist means that he said this to himself or thought this to himself. You could indicate this explicitly in your translation if that would be helpful to your readers. Alternate translation: [I, I said to myself]

when,I,was_making_haste

If your language does not use an abstract noun for the idea of panic, you could express the same idea in another way. Alternate translation: [because I was panicking]
