Here the psalmist is stating the pronoun They separately, even though the verb translated as they wander already includes this meaning. He is doing that to emphasize the contrast between him and his enemies. If a speaker of your language would use an explicit pronoun for the same purpose, you may want to use that construction in your translation. If not, your language may have other ways of showing the meaning here.

David is speaking as if this were a hypothetical possibility, but he means that it is actually true. If your language does not state something as a condition if it is certain or true, or if your readers might think that what David is saying is uncertain, then you could translate this as a confident statement. Alternate translation: [When they are not full, they lodge]
