The pronoun They refers to the enemies introduced in verses 1–3. It may be helpful to clarify this for your readers. Alternate translation: [The psalmist’s enemies return]

Note 2 topic: figures-of-speech / simile

יֶהֱמ֥וּ כַ⁠כָּ֗לֶב

The point of this comparison is that just as a dog is threatening and aggressive, so are the psalmist’s enemies. If it would be helpful in your language, you could make this point explicitly. Alternate translation: [they make threatening sounds] or [they snarl aggressively]

וִ⁠יס֥וֹבְבוּ עִֽיר

By go around the city, the psalmist means that David’s enemies are roaming around Jerusalem looking for victims. You could indicate this explicitly in your translation if that would be helpful to your readers.
