מִ⁠יָּ֣ם עַד־יָ֑ם וּ֝⁠מִ⁠נָּהָ֗ר עַד־אַפְסֵי־אָֽרֶץ

The psalmist is using two extremes of geography, from sea to sea and from the River to the ends of the earth, together to mean everywhere. If it would be helpful in your language, you could use an equivalent expression or state the meaning plainly. Alternate translation: [over the whole earth, from sea to sea and from the River to the farthest lands]

The psalmist is saying how he wants the king to rule. See the discussion in the introduction to Psalms about “let” and “may” and follow the decision of your team of how a speaker will express in this context what he wants someone to do. Alternate translation: [I want him to rule from sea to sea and from the River to the ends of the earth]

אַפְסֵי־אָֽרֶץ

The psalmist is using this possessive form to describe the farthest places on the earth. If a speaker of your language would not use the possessive form for this, you could express this idea in another way. Alternate translation: [the farthest places on earth]
