OET (OET-LV)Concerning what has_he_spurned the_wicked god has_he_said in/on/at/with_heart_of_his not you_will_seek.

OET (OET-RV)Why do wicked people despise God?
⇔ They tell themselves, “You’ll never come looking for me.”

uW Translation Notes:

Note 1 topic: figures-of-speech / rquestion

אָמַ֥ר בְּ֝לִבּ֗וֹ לֹ֣א תִּדְרֹֽשׁ

he/it_had_said in/on/at/with,heart_of,his not call_~_toaccount

Here, saying in his heart means that he thinks or believes something without necessarily speaking it out loud. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: “He thinks to himself” or “He believes deep down”

Note 2 topic: figures-of-speech / ellipsis

לֹ֣א תִּדְרֹֽשׁ

not call_~_toaccount

The author is leaving out some of the words that in many languages a sentence would need in order to be complete. You could supply these words if it would be clearer in your language. It is more clear here than in [verse 3](../10/03.md) who is seeking what. The wicked thinks that God does not seek them out, or notice them, to punish them. Alternate translation: “You will not punish me”

TSN Tyndale Study Notes:

Ps 10 The lament of 9:13-20 continues in Ps 10 (see study note on Pss 9–10), but the mood changes from confident assertion to anguished questioning. The psalmist prays for rescue, believing that the Lord, as a just king, takes care of the needy.
