The psalmist is stating the pronoun he separately, even though the verbs translated as he spoke and he commanded already include this meaning. He is doing that to emphasize that it was Yahweh and no other who spoke and commanded. If a speaker of your language would use an explicit pronoun for the same purpose, you may want to use that construction in your translation. If not, your language may have other ways of showing the meaning here. Alternate translation: [he himself spoke and it came to be; he himself commanded, and it stood]
