Here the psalmist is using the pronoun They in a general sense, not to refer to specific people. Use an expression for this that would be natural in your language. If you need to say specifically who does the action, the context in the next verse indicates that it is God. Alternate translation: [They are appointed] or [God appoints them]

The psalmist is speaking of death as if it were a living thing that could shepherd these people. He means that just as a shepherd keeps all of his sheep under his control so that none wander away, none of these people will get away from the realm of the dead. If it would be helpful in your language, you could state the meaning plainly. (However, since the image of a shepherd here extends the image of sheep earlier in the verse, you may wish to express both images as comparisons. The UST models one way to do that.)
