Here Ethan is speaking as if the surging of the sea represented chaotic forces that oppose God. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [You are ruling over the raging of the sea] or [You control the powerful forces of the sea]
