Here Ethan is speaking as if the surging of the sea represented chaotic forces that oppose God. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [You are ruling over the raging of the sea] or [You control the powerful forces of the sea]

Ethan is stating the pronoun you separately, even though the verb already includes this meaning. He is doing that to emphasize that it is Yahweh alone who has the power to calm the waves. If a speaker of your language would use an explicit pronoun for the same purpose, you may want to use that construction in your translation. If not, your language may have other ways of showing the meaning here. Alternate translation: [you alone still them]
