The expression Blessed be is a passive verbal form. The psalmist is expressing his desire to praise God. If it would be unnatural to use that form for this purpose, you could express the idea in active form or in another way that is natural in your language. Alternate translation: [Let me praise Yahweh]

This is a double negative, consisting of the negative particle not and the negative word for turned away. If it would be clearer in your language, you could use a positive expression to translate this. Alternate translation: [who has certainly accepted my prayer]
