Asaph is speaking of the sound of God’s thunder as if it were in the whirlwind and as if God’s voice or presence were speaking from within the storm. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [Your voice thundered from the whirlwind] or [You spoke with thundering power in the storm]
