The psalmist assumes that readers will know that He spoke means that God gave a command for the locusts to come. You could say that explicitly if that would be helpful to your readers. Alternate translation: [Yahweh commanded the locusts]

וַ⁠יָּבֹ֣א אַרְבֶּ֑ה וְ֝⁠יֶ֗לֶק

The psalmist assumes that readers will know that the locust and the young locust refer to different kinds of locusts that came in large swarms, not just one of each. You could say that explicitly if that would be helpful to your readers. Alternate translation: [and locusts came, and young locusts]

The psalmist is leaving out some of the words that in many languages a sentence would need in order to be complete. You can supply these words from earlier in the verse if that would be clearer in your language. Alternate translation: [and the young locust came]

The psalmist says there was no number as an overstatement for emphasis. If it would be helpful in your language, you could use a different way to express the emphasis. Alternate translation: [in swarms that were impossible to count]
