The expression Blessed be is a passive verbal form. The psalmist is expressing his desire to praise Yahweh. If it would be unnatural to use that form for this purpose, you could express the idea in active form or in another way that is natural in your language. Alternate translation: [I bless Yahweh] or [Let me praise Yahweh]

David is giving the reason that Yahweh should be blessed after stating that he should be blessed. If it would be more natural in your language, you could reverse the order of these phrases, since the second phrase gives the reason for the result that the first phrase describes. Alternate translation: [Because he has shown marvelously his covenant faithfulness to me in a besieged city, blessed be Yahweh]
