וַ⁠יַּמְטֵ֬ר עֲלֵי⁠הֶ֣ם כֶּ⁠עָפָ֣ר שְׁאֵ֑ר

The psalmist is speaking of the meat as if it were rain that God rained down on the people. If it would be helpful in your language, you could use an equivalent comparison or state the meaning plainly. Alternate translation: [He caused meat to fall on them in great abundance] or [He gave them a huge amount of meat]
