The psalmist is using the question form Until when will the wicked, Yahweh, until when will the wicked rejoice to express his frustration and to make an urgent appeal to God for action. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [Yahweh, the wicked have been rejoicing much too long.]
