Here David is using an image within an image. Within the image of a thunderstorm that represents Yahweh coming powerfully to help him, David speaks of lightning bolts as if they were arrows. You might be able to clarify this by combining the two parts of this verse, which mean basically the same thing. Alternate translation: [And he sent out lightning bolts like arrows and panicked them so that they scattered]
