Here David is making a comparison between his defeated enemies and dust upon the face of the wind. The point of this comparison is that just as dust upon the face of the wind is completely scattered and powerless, so his enemies became completely defeated and scattered. Here David is speaking as if he had literally beaten his enemies into dust that blows away in the wind. He means that he completely defeated and destroyed them. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [And I completely destroyed them and scattered them] or [And I crushed them completely and scattered them]

David is making a comparison between his enemies and mud of the streets. The point of this comparison is that just as mud of the streets is worthless and easily discarded, so are his defeated enemies.
