The point of this comparison is that just as a garment completely covers a person, so the deep completely covered the earth. If it would be helpful in your language, you could make this point explicitly. Alternate translation: [as completely as if that were its clothing]

The psalmist is speaking of the waters as if they were a living thing that could stand in a certain position. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: [the waters were higher than the mountains]
