The psalmist is using the adjective fearful as a noun to mean a certain kind of person. Your language may use adjectives in the same way. If not, you can translate this adjective with an equivalent phrase. Alternate translation: [those who fear you]

The psalmist is speaking as if the people were not paying attention to him but he wants them to turn back to him and pay attention. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: [May the fearful of me pay attention to me]
