David is describing a symbolic action in which victorious soldiers would make defeated enemies lie face down on the ground and then would step on their necks to demonstrate their complete triumph (as in [Joshua 10:24](../../jos/10/24.md), for example). Alternate translation: [you enable me to step in complete triumph on the back of their necks]
