The psalmist is stating the pronoun You separately, even though the verb translated as you will arise already includes this meaning. He is doing that to emphasize that it is God who will act to show mercy to Zion. If a speaker of your language would use an explicit pronoun for the same purpose, you may want to use that construction in your translation. If not, your language may have other ways of showing the emphasis here. Alternate translation: [It will be you who will now arise]

The psalmist is using you will arise as a common expression of the culture to indicate that God is about to begin taking action to help his people. He does not mean that God is getting out of bed or standing up from a seated position. If this expression does not have that meaning in your language, you could use a comparable expression from your language that does have that meaning, or you could state the meaning plainly. Alternate translation: [you will go into action] or [you will do something]

Here, Zion represents the people who live there. If it would be helpful in your language, you could use an equivalent expression or plain language. Alternate translation: [the people of Zion]
