The psalmist is stating the pronoun They separately, even though the verb translated as they will perish already contains that meaning. He is doing that for emphasis because he is contrasting the earth and heavens (which will perish) with God (who will remain). If a speaker of your language would use an explicit pronoun for the same purpose, you may want to use that construction in your translation. If not, your language may have other ways of showing that meaning here. Alternate translation: [As for them, they will perish]
