The pronoun They refers to David’s accusers. It may be helpful to clarify this for your readers. Alternate translation: [The people who accuse me, they will curse]

David is stating the pronouns they and you separately for emphasis, even though the verbs translated as they will curse and you will bless already include their meanings. He is doing that to create a strong contrast between what his enemies will do (curse) and what God will do (bless). If a speaker of your language would use explicit pronouns for the same purpose, you may want to use that construction in your translation. If not, your language may have other ways of showing that meaning here. Alternate translation: [They are the ones who will curse, but you are the one who will bless]
