OET (OET-LV)And_they_say how does_he_know god and_is_there knowledge with_the_Most_High.

uW Translation Notes:

Note 1 topic: figures-of-speech / parallelism

אֵיכָ֥ה יָדַֽע־אֵ֑ל וְיֵ֖שׁ דֵּעָ֣ה בְעֶלְיֽוֹן

how know god and_[is],there? (Some words not found in UHB: and,they_say how know god and_[is],there? knowledge with,the_Most_High )

The phrases How does God know and is there knowledge in the Most High mean basically the same thing. The second phrase emphasizes the meaning of the first by repeating the same idea with different words. Hebrew poetry was based on this kind of repetition, and it would be good to show this to your readers by including both phrases in your translation rather than combining them. However, if it would be helpful to your readers, you could combine the phrases into one. Alternate translation: [How could God know?] or [Does God have knowledge?]

Note 2 topic: figures-of-speech / explicit

וְֽאָמְר֗וּ

and,they_say

Here the word they could refer to: (1) wicked people. Alternate translation: [And those who are wicked say] or [And the wicked say] or (2) people who are righteous and obey God. Alternate translation: [And righteous people say] or [And godly people say]

Note 3 topic: figures-of-speech / rquestion

אֵיכָ֥ה יָדַֽע־אֵ֑ל וְיֵ֖שׁ דֵּעָ֣ה בְעֶלְיֽוֹן

how know god and_[is],there? (Some words not found in UHB: and,they_say how know god and_[is],there? knowledge with,the_Most_High )

Here wicked people are not asking for information but are using the question form to express that they do not think God knows or cares about the evil things they do. If you would not use the question form for this purpose in your language, you could translate these questions as statements or exclamations and communicate the emphasis in another way. Alternate translation: [Surely God does not know what we are doing! Surely the Most High has no knowledge of it!] or [Surely God does not care about we are doing! Surely what we are doing does not matter to the Most High!]

Note 4 topic: writing-quotations

אֵיכָ֥ה יָדַֽע־אֵ֑ל וְיֵ֖שׁ דֵּעָ֣ה בְעֶלְיֽוֹן

how know god and_[is],there? (Some words not found in UHB: and,they_say how know god and_[is],there? knowledge with,the_Most_High )

This portion of this verse is a quotation of what the wicked people said or thought to themselves. In your translation, use a natural way of introducing direct quotations in your language.
