The pronouns her and she refer to the city of Jerusalem. It was common in this culture to envision a city as a mother and its residents as her children. If your language has a neuter pronoun that it uses for impersonal entities, it may be more natural to use that here. You could also repeat the noun from the previous verse. Alternate translation: [God is in the midst of the city, it will not be shaken]

The expression will not be shaken contains a passive verbal form. If your language would not use that form, you could express the idea in active form or in another way that would be natural in your language. Alternate translation: [no one will shake her] or [no one will shake it]

The psalmist is using at the turning of the morning as a common expression of his culture to refer to the time when night ends and day begins. If this phrase does not have that meaning in your language, you could use a comparable expression from your language that does have that meaning, or you could state the meaning plainly. Alternate translation: [at the break of day] or [as soon as it becomes light]

The psalmist is speaking as if God were going to help the people of Jerusalem at the actual turning of the morning, that is, as soon as it became light on a certain day. He means that the time of trouble, pictured as a dark night, will surely end as God brings deliverance. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: [when he brings deliverance]
