David is using two rhetorical questions, whom will I fear and whom will I dread, to emphasize that he does not fear anyone because Yahweh protects him. If a speaker of your language would not use the question form for that purpose, you could translate these questions as statements. Alternate translation: [there is no one I fear … there is no one I dread] or [there is no one I need to fear … there is no one I need to dread]
