The psalmist is speaking as if Yahweh were actually exalted in a physical, spatial sense high above all other things. The psalmist means that Yahweh has supreme authority and power over all creation. The term “god,” when applied to a being other than Yahweh, can refer to an idol, but, as here, it can also refer to any lesser spirit being. Alternate translation: [every other being]
