Ps 10 The lament of 9:13-20 continues in Ps 10 (see study note on Pss 9–10), but the mood changes from confident assertion to anguished questioning. The psalmist prays for rescue, believing that the Lord, as a just king, takes care of the needy.
Note 1 topic: figures-of-speech / explicit
תַּאֲוַ֬ת עֲנָוִ֣ים שָׁמַ֣עְתָּ
desire afflicted you(ms)_paid_attention

Note 2 topic: figures-of-speech / metonymy
תָּכִ֥ין לִ֝בָּ֗ם

A strong heart represents courage, and strengthening people’s hearts represents encouraging them. If it would be helpful in your language, you could use an equivalent expression from your language or state the meaning plainly. Alternate translation: “you encourage them” or “you make them confident”
Note 3 topic: figures-of-speech / personification
תַּקְשִׁ֥יב אָזְנֶֽךָ
