It is not clear who they are. Options include: (1) that they are the wicked in both cases. In that case this would either be a prediction or a wish. This would fit with what is said in [9:15–16](../009/015.md). Alternate translation: [the wicked are caught by the schemes that they themselves have planned] or [may the wicked be caught by the schemes that they themselves have planned] or (2) the first they is the afflicted and the second is the wicked. This would fit with the very negative outlook of 10:1–11. Alternate translation: [the afflicted are caught by the schemes that the wicked have planned]. You may wish to follow the choice that translations you are familiar with have made.
