Here David is using the pronoun I twice for emphasis. He is doing this to contrast his response to God with the actions of his enemies, which he described earlier in the psalm. If a speaker of your language would repeat a pronoun in this way for emphasis, you may want to use that construction in your translation. If not, your language may have other ways of showing this emphasis. Alternate translation: [But as for me, I]

David is using in the day of trouble as a common expression to mean “when I am in trouble.” If this phrase does not have that meaning for your readers, you could use a comparable expression from your language that does have that meaning, or you could state the meaning plainly.
