The word “he” does not refer to a specific person. It refers to the ones with pure hearts mentioned in previous verse. If your language does not use an abstract noun for the idea behind the word blessing, you could express the same idea with a verbal form. Alternate translation: “Yahweh will bless them” (See also: figs-abstractnouns)
