The pronoun They refers to the pilgrims described in verses 5 and 6 who are traveling to God’s temple. It may be helpful to clarify this for your readers. Alternate translation: [The pilgrims go]

מֵ⁠חַ֣יִל אֶל־חָ֑יִל

from,strength to/towards strength

The psalmist is using from strength to strength as a common expression meaning that the pilgrims grow increasingly strong as they travel. If this phrase does not have that meaning for your readers, you could use a comparable expression from your language that does have that meaning, or you could state the meaning plainly. Alternate translation: [with ever-increasing strength]
