Here David is speaking as if to spread out his hands were the act of praying itself. He means that he is praying to God. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [I lift my hands in prayer to you] or [I pray earnestly to you]
