The psalmist is speaking as if the sound of the waterfalls he hears in the nearby forming Jordan River were actually one Deep (one large mass of water) calling to another such deep. If it would be helpful in your language, you could state the meaning plainly. You could also express this image as a comparison, as the UST does. Alternate translation: [The powerful streams in the river make loud, echoing sounds as they flow over rock ledges as waterfalls]

The terms breakers and waves mean similar things. The term waves describes swellings of water that move across the surface of the ocean, and the term breakers describes those swellings as they crash onto the shore. The psalmist is using the two terms together for emphasis. If it would be clearer for your readers, you could express the emphasis with a single phrase. Alternate translation: [As your waves break on the shore, the surf pounds me]
