Here the psalmist is speaking as if God had literally transformed the sea into solid ground. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [He made a way through the sea on dry ground]

The pronoun they refers to the Israelites. It may be helpful to clarify this for your readers. Alternate translation: [the Israelites passed through]

The psalmist is using the imperative form to communicate an exhortation. If the imperative does not communicate an exhortation for your readers, then use a form in your language that communicates an exhortation. It may be helpful to add an expression such as “please” to make this clear. Alternate translation: [we should rejoice in him]

The psalmist assumes that readers will know that the sea refers to the Red Sea and the river refers to the Jordan River, both of which God miraculously parted for the Israelites to cross. You could say that explicitly if that would be helpful to your readers. Alternate translation: [the Red Sea … the Jordan River]
