The word Salem is the name of a city. This is an ancient name for Jerusalem.

The psalmist is speaking of Yahweh as if he were a person who had an abode and a dwelling place in Salem and Zion. This represents Yahweh’s special presence among his people in those locations. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: [And his home is in Salem, and where he lives] or [And he is present in Salem, and his presence]
