The psalmist is speaking of Yahweh providing peace for his people as if he were physically breaking weapons. If it would be clearer in your language, you could state the meaning plainly. Alternate translation: [He provides peace by stopping all the enemies’ attacks]

The psalmist is speaking of arrows as if they were flames of the bow. This could be because arrows move swiftly like lightning or because they were tipped with fire.
