The psalmist is using the question form for emphasis. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [May whoever is wise keep these things]

Here the psalmist is speaking as if Yahweh’s actions that he has been describing were objects that a wise person can keep. He means for every wise person to think about these things. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [Then may he keep thinking about these things] or [Then may he remember these things]
