The psalmist is using one part of himself, his soul, to mean all of him. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: [I cling to the dust]

The psalmist is speaking as if his soul were pressed down and clinging to the dust of the ground which could mean (1) being near death and being buried in the ground, Alternate translation: [I am close to death] or (2) being in deep despair. It was part of the culture to sit or lay in the dust to express deep sorrow or mourning. Alternate translation: [I am in deep despair]

The psalmist is speaking as if he were dead and is asking Yahweh to revive or make him alive again. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [Restore me to a full life]
