TSNTyndale Study Notes:

Ps 145 This hymn of praise is the last in this collection of the psalms of David (Pss 138–145). Praise continues in the last five psalms (Pss 146–150). This psalm celebrates the Lord as King of all (145:1-3, 10-13). God’s actions reveal his royal qualities (145:4-7). He cares for all creatures (145:14-17) and for those who fear him (145:18-20).

UTNuW Translation Notes:

Note 1 topic: figures-of-speech / metaphor

supports all who are falling & raises up all those who are bent over

(Some words not found in UHB: upholds YHWH to/from=all/each/any/every the,fall and,raises_up to/from=all/each/any/every the,bowed_down )

The psalmist speaks of Yahweh encouraging people as if he were helping people who were physically weak. You may need to translate both lines using only one line. AT “encourages those who are discouraged”
