David is using the question form to emphasize that no one is comparable to Yahweh. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [There is no one like you, Yahweh! You rescue the oppressed from those stronger than them and the oppressed and needy from those robbing them.]
