Here the word wing is singular in form, but it refers to both of the two wings that a dove has. If it would be helpful in your language, you could use the plural or dual form of “wing.” Alternate translation: [Who will give, the wings of a dove are to me?]

David is using Who will give as a common expression of his culture to introduce a fervent wish. If this phrase does not have that meaning in your language, you could use a comparable expression from your language that does have that meaning, or you could state the meaning plainly. Alternate translation: [O that I had the wings of a dove!] or [I fervently wish that I had the wings of a dove!]
