The psalmist is using the question form as a rebuke. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [Awake! You should not be sleeping, Lord! Wake up!]

The psalmist is speaking as if God were actually sleeping and therefore unaware of or unconcerned about the Judeans’ situation. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: [Take action! You should not do nothing while we are in such danger! Help us!]
